  • Union County has ordered PNK Group to halt work on a proposed substation near Allenwood.
  • The county says the project lacks required county approvals, despite an August approval by Gregg Township.
  • The substation is linked to the proposed three-building Great Stream Commons data center campus.
  • Gregg Township is due to consider zoning amendments and conditional-use approval on October 27.
  • The case highlights permitting risk for data center enabling infrastructure, not only for the campus itself.

Union County commissioners have sent PNK Group a cease-and-desist letter requiring it to stop construction activity on a proposed substation near Allenwood, Pennsylvania. The county cited a lack of required county approvals.

The proposed substation is associated with Great Stream Commons, a proposed three-building data center campus near residential neighborhoods in Gregg Township, Union County. County commissioners had previously rejected the Great Stream Commons substation proposal, while Gregg Township approved it in August.

The parties’ lawyers are discussing the matter. Gregg Township is scheduled to consider zoning amendments and conditional-use approval for the proposed data center campus at an October 27 hearing.

For data center developers, the dispute illustrates that delivery risk can extend beyond campus-level land-use approvals to the substations and other grid infrastructure needed to support a project. Until the approval issue is resolved, the project could face construction delays and uncertainty over the grid infrastructure required for the campus.

Почему это важно

The case shows that data center development can be delayed or constrained by approvals for enabling grid infrastructure as well as by permits for the campus itself. Divergent decisions by township and county authorities add regulatory uncertainty until the permitting dispute is resolved.
