Thailand has imposed a temporary halt on 166 data-center projects following a meeting of its National Data Center Policy Committee, pending a review of development requirements. The portfolio includes 117 projects described as either under construction or awaiting approval.

Four subcommittees have been directed to draft proposed criteria within one month. Their work will cover economic benefits, infrastructure requirements, siting criteria and environmental protection. The expected requirements include parameters for electricity and water consumption, site conditions, construction safety, backup-fuel storage, environmental impacts and separation from neighbouring buildings.

Authorities also plan a centralised data system covering project locations, approval status, power supply, water supply and other project characteristics. The stated objective is to assess the cumulative impact of data-center development on energy and water infrastructure, rather than considering projects only as individual applications.

For operators, developers and infrastructure investors, the pause introduces additional permitting-timeline risk. Future projects may face competitive approval processes that consider employment, technology transfer, clean-energy use and greenhouse-gas reductions, alongside infrastructure availability and compliance with environmental constraints.

The pause does not indicate that Thailand is stepping back from attracting data-center investment. However, the future competitiveness of proposed campuses could depend more heavily on credible access to electricity, water, backup-fuel arrangements, compliant siting and demonstrable economic benefits.

Почему это важно

The move could delay a substantial pipeline of Thai data-center development and raise the importance of demonstrated access to power, water and suitable sites in permitting decisions. It also signals a shift toward assessing projects’ combined demand on grid and water infrastructure rather than evaluating applications solely on an individual basis.
