Texas Pauses New Data Center Connection Progress as ERCOT Audits 474-GW Large-Load Queue

Редакция ЦОД:Главное

Texas has paused progress on new data center connections while ERCOT audits a roughly 474-GW queue of large-load applications. The move comes as utilities tighten interconnection requirements and pricing for major loads, while community opposition is delaying or halting a growing number of AI data center proposals.

  • ERCOT is auditing a roughly 474-GW large-load queue while progress on new Texas data center connections is paused.
  • The ERCOT queue is an application pipeline, not operating or assured future data center capacity.
  • Relae estimates that more than $170 billion of AI data center projects has been blocked, withdrawn or stalled by community opposition since January 2024.
  • Goldman Sachs projects US data center power demand of 66 GW in 2027, but expects only about half of near-term planned capacity to arrive on time.
  • Interconnection certainty, grid capacity, tariff exposure and community acceptance are becoming core measures of project bankability.

Texas has suspended progress on new data center connections during ERCOT’s review of a roughly 474-GW large-load queue. The queue represents applications for large loads, not commissioned or guaranteed-to-be-built data center capacity, and the source characterizes a significant share as unlikely to proceed.

The review sits within a broader tightening of utility requirements and tariffs for large consumers, intended to screen out speculative data center proposals. For the sector, this raises the importance of interconnection readiness and deliverable grid capacity relative to the headline volume of proposed campuses.

Community acceptance is also emerging as a material development risk. Relae said that, since January 2024, more than $170 billion of AI data center projects has been blocked, withdrawn or stalled by local opposition. That figure refers to the value of affected projects, rather than incurred expenditure or operating capacity.

Demand forecasts nevertheless remain substantial. Goldman Sachs expects US data center power demand to exceed twice its 2025 level and reach 66 GW in 2027. It also estimates that only about half of capacity scheduled to come online over the next one to two years will do so on time, reflecting delays and cancellations.

Longer term, the Electric Power Research Institute estimates that data centers could account for 9% to 17% of US electricity demand in 2030 and up to 20% by 2035. These are projections, not current demand outcomes.

The emerging implication is a shift in how US data center pipelines are assessed: from announced capacity and queue size toward the probability of interconnection, available grid capacity, tariff economics and local consent. Developers and operators with confirmed power arrangements could hold a relative advantage, while some early-stage or speculative applications may not convert into built facilities.

Почему это важно

The constraint on AI data center growth is increasingly the ability to secure timely, economic grid interconnection—not simply demand for compute. For developers and investors, announced capacity and queue positions are becoming less meaningful than validated power supply, interconnection viability, tariff exposure and community acceptance.
