QTS has ended the Digital Gateway campus project near Gainesville, Virginia, after withdrawing its appeal to the Supreme Court of Virginia. The company announced the project’s termination following a prolonged legal challenge to the Prince William County approval.

Prince William County approved Digital Gateway in December 2023. The planned total project encompassed more than 22 million square feet on approximately 2,000 acres. These were proposed development parameters, not operational capacity or completed infrastructure.

Local residents and historic-preservation organisations challenged the project in court. The Virginia Court of Appeals found that statutory public-notice requirements had not been met during the approval process. After two joint developers exited the litigation, QTS continued its appeal before subsequently withdrawing it.

The reported cancellation highlights execution risk in large-scale AI data center development. Beyond capital availability and compute hardware supply, project viability can depend on land rights, permitting, grid interconnection, power availability and the ability to maintain a manageable construction schedule. Inference from the event suggests that portfolios built around declared capacity, but without a resilient permitting and energy basis, could face a greater likelihood of delays or cancellation.

The available source associates the project with Blackstone, while identifying QTS as the party that continued and then withdrew the appeal. It does not provide sufficient detail to establish the ownership structure or the roles of all joint developers.

Почему это важно

The cancellation illustrates that permitting, public opposition, litigation exposure, construction schedules and power availability can be as consequential to large AI data center developments as capital and compute-equipment supply. For developers and investors, announced capacity without durable permitting and energy foundations may carry a higher risk of delay, cancellation and weaker investment appeal.
