Ho Chi Minh City Begins Power-Needs Review for Data Center Projects

Ho Chi Minh City authorities have launched an interagency review of electricity requirements for data center projects at operating, development and investment-study stages. The work is intended to align large future loads with grid capacity and required network infrastructure.

  • Ho Chi Minh City is compiling data center projects across operating, implementation and investment-study stages.
  • The review will assess planned capacity, phased power demand, peak load, expected commissioning and expansion plans.
  • Grid connections, substations, transmission lines and related electrical infrastructure are within scope.
  • The city is considering centralized data center clusters where land and integrated energy infrastructure are suitable.
  • The process may improve planning visibility, while making delivery timelines more dependent on grid readiness.

The Ho Chi Minh City People’s Committee has instructed relevant agencies and the administrations of industrial, export-processing and high-tech parks to coordinate with data center investors and park-infrastructure stakeholders on a citywide review of data center electricity demand.

The review will compile a pipeline of projects that are operating, under implementation or at the investment-study stage. For each project, authorities are expected to assess its planned capacity, phased electricity demand, peak load, anticipated commissioning schedule and expansion plans.

For larger loads, the city intends to assess supply arrangements against the capabilities of both the municipal and regional power systems. This includes grid interconnection requirements and the potential need for new investment in, or upgrades and expansion of, substations, transmission lines and related electrical infrastructure.

The assessment will also consider permissible load levels, continuity of supply, redundancy and overall power reliability. These factors are increasingly material to data center site selection, particularly where projects require phased capacity delivery and clear expansion pathways.

Authorities are also considering the development of centralized data center clusters in areas with suitable land and the potential for integrated energy infrastructure. This could support more coordinated demand and network planning for high-load facilities. Conversely, projects without a clear grid connection or confirmed available capacity may face greater execution uncertainty.

The initiative is a planning and review exercise rather than confirmation of new data center commissioning or completed grid works.

Почему это важно

The move signals that power availability and supply reliability are becoming core constraints on large-scale data center development in Ho Chi Minh City. More coordinated planning could improve site-selection visibility, but project schedules may increasingly depend on the readiness of substations, transmission connections and other grid infrastructure.
