Fukuoka Prefecture has been formally designated a national Green Transformation (GX) strategy region, supporting plans to develop a major data-center cluster by 2036. The initiative covers land and infrastructure preparation across Kitakyushu, Nogata and Kurate, with a planned electricity supply exceeding 1 GW.
- Fukuoka was designated a national GX strategy region on September 11, with a target to form a major data-center cluster by 2036.
- The initiative plans site and infrastructure preparation in Kitakyushu, Nogata and Kurate.
- Planned sites total 81 hectares across the three municipalities.
- The programme targets electricity supply exceeding 1 GW, but this is not confirmed commissioned or contracted data-center capacity.
- Potential national support covers power and telecommunications infrastructure and AI-related development and deployment.
Fukuoka Prefecture announced on September 11 that it had received formal recognition as a national Green Transformation (GX) strategy region. The designation underpins a regional objective to form a major data-center cluster by 2036.
The programme focuses on Kitakyushu, Nogata and Kurate, where the prefecture plans land and supporting-infrastructure development to attract data-center projects. The combined site-preparation area across the three municipalities is 81 hectares.
The planned energy component is electricity supply exceeding 1 GW. This is an energy-infrastructure target for the initiative, not confirmed available, commissioned or contracted capacity for data-center operators. No specific data-center projects, operators, construction schedule, generation sources or directly allocated data-center funding have been identified.
National financial support may be available for power and telecommunications infrastructure, as well as AI development and deployment. The initiative is also linked to Fukuoka’s broader industrial cluster strategy in semiconductors and advanced mobility.
For the Japanese data-center market, the GX designation could widen the geography for large-scale deployments beyond established demand hubs. The combination of multi-municipality land preparation, planned grid-scale supply and potential national support may improve the region’s attractiveness for AI and cloud infrastructure requiring substantial interconnection capacity. However, the announced programme does not establish that data-center load has been secured or that the targeted electricity capacity is already deliverable.
The designation establishes a regulatory and potential funding framework for large-scale data-center development outside Japan’s largest demand centers. Planned land preparation and energy infrastructure could strengthen Fukuoka’s case for power-intensive AI and cloud deployments, although the capacity remains a target rather than commissioned or contracted data-center supply.
