Finland Prepares Data-Center Register and Grid-Connection Priority Rules

Редакция ЦОД:Главное

Finland’s Ministry of Economic Affairs and Employment is preparing legislation to establish a register of existing and planned data centers with installed capacity of at least 0.5 MW. In parallel, it is preparing amendments to the Electricity Market Act that would prioritize grid-connection applications when network capacity is constrained.

  • The proposed register would cover existing and planned data centers with installed capacity of at least 0.5 MW.
  • HVK is proposed as administrator of the register.
  • Registration data would include ownership, electricity consumption, grid impact and planned investment.
  • Consultation runs until 2 October 2026; entry into force is proposed for 1 January 2027 if the legislation is adopted.
  • Finland is also preparing grid-connection prioritization rules for periods of constrained network capacity.

The proposed register would cover both operating and planned data centers with installed capacity of at least 0.5 MW. Huoltovarmuuskeskus (HVK) is proposed as the register administrator.

The register is intended to capture information on facility use, ownership rights, electricity consumption, grid impact and planned investment. Covered data centers would also be required to notify the register operator of changes in their operations.

The legislative proposal is open for consultation until 2 October 2026. If enacted, the law is expected to enter into force on 1 January 2027, with in-scope data centers required to submit registration applications by 30 June 2027.

Separately, the ministry is preparing an amendment to the Electricity Market Act covering prioritization of grid-connection applications when network capacity is insufficient. The available information does not specify the criteria that would govern this prioritization.

For developers and operators, the combined measures could place greater weight on the timing and documentation of interconnection requests. They may also formalize the role of projected electricity demand and grid effects in the development of Finnish data-center capacity.

If adopted, the measures would create a formal state-level view of larger data-center projects and their power-system footprint, while making access to constrained grid capacity a more explicit regulatory variable in Finnish development decisions. This could increase the importance of early interconnection planning, project disclosures and assessment of network impacts.
