AVAIO Digital Partners is advancing Project Hercules, a planned $3 billion data center campus at an industrial park in Appomattox County, Virginia. The campus is planned for a site of more than 400 acres. County authorities have reported that permits have been secured and that a performance agreement is being finalized.

The project remains pre-construction. Work had not started at the time of publication, although the chair of the local economic development authority expects construction to begin by the end of 2026. Initial power delivery to the site is planned for 2027, but this is a project plan rather than an energized grid connection.

The final campus is expected to comprise six or seven data centers, with the overall build period estimated at about 10 years. The source cited at least 500 construction jobs and an operating workforce of 25 to 40 employees per data center. Those estimates were provided by the local economic development authority and may change as the project progresses.

For Virginia’s data center and power infrastructure market, the development could represent a material, multi-year addition to the future development pipeline. If the stated plan is executed, it could also generate sustained demand for grid interconnection and electricity supply. However, the project’s electrical and IT capacity, power-supply configuration, interconnection arrangements, and equipment suppliers have not been disclosed, limiting assessment of its eventual load and infrastructure requirements.

The project is advancing amid heightened local and state attention to land-use regulation, power availability and backup generation for large-scale data center developments. Its contribution to operational market capacity remains prospective rather than realized.

If delivered as outlined, Project Hercules could add a significant long-term source of data center supply in Virginia and create sustained demand for grid interconnection and power delivery. Its market effect remains prospective because construction has not yet started and no capacity has entered service.
